And gloves. These things are often overlooked by inexperienced armies. No different than very loose fitting vests, helmets etc. I see in lots of PLA personnels.
A properly fitted and complete setup is xonfigured not for fun or fashion but from actual combat experiences.
They do enough internal exercises with troops running, falling, jumping to know why its important to prevent busted knees or elbow. So, I don't think inexperience is the problem here. Most likely lack of funds to supply all troops with these equipments.
1.5% of GDP budget doesn't leave much for the infantry gear when you spend all your money buying up the 6th gen drones and lasers.
