Yes, it's what we've been calling JL-2A. What we previously called JL-3 (the 09VI SLBM) is now JL-4.

Is what we see of JL-3 a launch canister, not the missile itself?

Like the R-39 Rif? The fairing + the missile? You can see three nozzles arranged side by side at the top; these are likely the nozzles of the solid rocket motors used to jettison the fairing.

This was posted here more than a year ago. So, I wonder what has happened to this TEL and the missile which looks at least longer than df-61. Is it probably that they put this missile on df-41 TEL and called it df-61? Conventional wisdom a year ago was that this 20-wheeled TEL was either df-45 or df-51. I would be kinda weird if PLA used df-61 name before df-51.
