For artillery battles every bit of shrapnel defense matters. In a peer battle if your vehicle cannot survive close shots from enemy shells, you have much less time to fire before either you run or risk huge casualties.
Why this doesn't have APS ?
This one is a gun mortar; aka a piece of artillery.
It shouldn't really be operating at distances where ATGMs are a major threat; and it's also reasonable to cut costs for a piece of artillery. APS ultimately are expensive, and giving them to a gun mortar means you won't be giving it to a different AFV that could make more use of it.

may be unmanned, or at least a unmanned turret 105mm assault gun? If this is a 122mm howitzer, there is no need to put APS on a unmanned howitzer turret
But after thinking about it, it's hard to say. Nowadays, artillery/self-propelled artillery is being hunted down by ammunition such as lancets, so it is reasonable to have an APS make a last-ditch effort.
