Not true. Add up all modern Su-27SM, Su-30, and Su-35 and the Russians had more Flankers than India. And then there are the Su-34s, like another hundred aircraft.
I think Su-34 is closing on 250 number. They started with 150 and than numbers become classified after 2021.

"Our primary task is to increase the pace of production of in-demand military products. First of all, this concerns the Su-34, Su-35, and Su-57 aircraft. For each of these types, we plan to increase production volumes this year. In order to ensure the creation of this equipment, we will continue to expand production," said Badekha, whose words were quoted by the Rostec press service on Saturday.

Previously, NAZ manufactured the first five serial Su-34 aircraft under the 2005 contract and 32 Su-34 aircraft under the 2009 contract. Taking into account seven experimental flight and pre-production samples, the total number of airworthy Su-34s built under all contracts is 138 units

The head of the UAC, Vadim Badekha, noted the importance of producing effective combat systems. Particular attention is paid to increasing production volumes. According to him, the production of Su-34 frontline bombers has more than doubled over the past two years.

Yeah probably. They are likely delivering 22 Su-34 a year at this point. And 16 Su-35. The Su-30SM2 deliveries to the Russian MoD seem to have petered out with a focus on exports. But there is still a significant outstanding order of Su-30SM2 for the Russian Navy which still has an outdated aviation park.

As for the Su-57 I have heard claims of as little as 12 to as much as 20 aircraft a year. I think the lower number is more credible.

This is by design tho.. to keep experts and workforce employed in small orders and uncertainty of future. KNAAPO is actually able to deliver 24/year as what they demonstrated years back in Su-35 program. But with current Su-57 orders of 76 aircrafts, 24 planes/year means it can actually be completed in just 3-4 years.

Also The Russians doesnt seem to be in a hurry getting replacement for those Su-35's or other Flankers, which relatively new.

103 Su-35 before Ukaine. now this exclude those manufactured for China and that another order that parked outside. so total production at end of 2021 is about 150.
This production rate of about 15 per year from 2012 to 2021. so any increase after that will be over the top of this number. I think they are closing on 200 number by 2025. There is also factor of constant improvement due to ukraine. its constant increase in production every year just like Ka-52M.

98 serial Su-35S aircraft from 2012 to 2020, two of which have now been decommissioned or lost. Thus, the total number of serial Su-35S received by the Russian Ministry of Defense should now reach 103.

I'm guessing they don't want to commit much on the current version of the Su-57 if the claimed extensive changes for the Su-57M have any credibility to them

The Russian Navy has begun conducting the July Storm operational exercises. The July Storm military exercises are being conducted in the waters of the Pacific and Arctic Oceans, the Baltic and Caspian Seas. During the exercises, it is planned to test the readiness of the fleet and flotilla force groups to solve non-standard operational tasks, the integrated use of long-range precision weapons, unmanned systems, advanced and modern weapons and military equipment. Up to 150 warships and support vessels, 120 aircraft, 10 coastal missile systems, 950 units of military and special equipment are involved.

They ordered enough Su-57 to replace the Su-27 still in service basically. The thing is the next oldest aircraft is the Su-30. That also has much lower lifetime engines than the Su-35. A lot will probably retire. Plus it is dual seater.

I have heard claims they will have mixed Su-57 and Su-35 units with half of each. Plans to increase number of aircraft in service for possible conflict against NATO but thus far not much of it happening.
The RuAF is happy with the Su-35 because it is the most cost effective aircraft they have.

Why not just replace the engines?

That is what the Su-30SM2 is basically.
The Russians don't seem to be big on re-engine programs of that kind for whatever reason.
It seldom happens. Not seen as cost effective.
I think they feel if they need to upgrade engines and electronics, while only keeping an in production airframe, it isn't worth the hassle. They would rather get a new aircraft.
