There are still many Chinese students in the US on F-1 visas but it's extremely hard now to get a visa if you are looking to study AI, quantum computing and material science. I know a guy from a top university in China who was accepted by Harvard for a PhD exchange program but DoS wouldn't give him the visa. They still attract top talent through employment but the absolute numbers had gone down substantially towards end of Trump's first admin, Biden kept many of those policies and it looks like this trend is going to continue in the future.
