This is exactly why the development of a Chinese equivalent to Starship should be one of the top priorities for china right now. It allows for massive amounts of cargo to orbit, realistically possible a full ICBM defense network is set up.

Between upgrading the Fleet Ballistic Missiles (Trident D5 follow-on), Sentinel ICBM, B-21 and the existing GMD/NGI missile defense systems (mostly to defend against DRPK missiles), there is no money for this.
I don't doubt in the future, new ICBM counters will be found, for example, space-based lasers (there are actually some pretty interesting ideas here), but such technologies aren't even in the conceptual phase yet.
