I don't think civilians would know anywhere near detail level on how China recruits people in enemy nations.

I'd guess a lot is done through international business meetings and conferences. MSS has a basic level of infiltration globally from signal intelligence and just having a ton of spies everywhere as well, based on the data, they identify if a target is a potential defector and only then would they contact you. Since data analytics is one of China's main strengths, there's probably a very well worked out method for how each case is approached.

As for how they contact, it could be with a physical visit to China, but also to pretty much any country in the world or even just in someone's own home. Would depend on how high value the defector is.
What about say for example mid-level westerners with security clearances related to diplomacy, intelligence or military. These rank and file members don't often attend international conferences but can still be very useful to China. I guess maybe this is where Chinese embassy outreach or Confucius Institute events could come in handy.

After the whole Tiktok ban/XHS fiasco, I have a serious question. How do foreigners actually 投共 or defect to China nowadays? Looking back at history, a lot of spies helped the USSR due to ideological convictions. Given the current state of the world, there are undoubtedly many westerners who have been disillusioned with the so called leader of the free world and would do the same. There are examples of western academics moving to China, western intellectuals being public mouthpieces for China, but I haven't seen many prominent religious, sports, arts or celebrities openly promote China.

It doesn't seem like the MSS is actively recruiting informants outside China so I'm wondering realistically how would foreigners even reach out to the relevant Chinese authorities? IMO Chinese embassies seem too suspicious. Do they have to travel to China on a visa free trip first, or can they get assisted at a one of those "secret overseas police station"? Do they need to walk into a Xinhua bookstore in China and purchase copies of Xi Jinping thought? Or do they have to go to a special corner in the back of Mausoleum of Mao Zedong to reach out to the relevant authorities?

The witch hunt to find Chinese spies has been going on for tens of years. The catch has up to now been minimal: Yes, Chinese authorities use internet to find useful information, legally or otherwise. There was an American naval intelligence guy with serious alcohol problems who sold secret information. There was a Chinese student girl who tried to buy two engines for F-22. Yet I don't think that after 1960's there has been only very few public cases for somebody with access to secret information being recruited as a Chinese spy. There *must* be reason for that. My speculation is that China is not attempting that: During early 1970's Mao and Zhou figured out that legal channels to find information are so much more important that it pays of to not use illegal methods. That policy should keep witch hunts within limits.

So you're saying if a US intelligence guy tries to defect to China, the MSS will turn them down?

If somebody comes and offers something valuable there's no reason to refuse. Anyway when our local news claim that most Xinhua reporters are all the time searching victims to be recruited as spies I don't find that likely. To work for tens of years, maybe find some but no one of them is ever grabbed up by local police. There must be an explanation. So many Soviet and Russian spies are found regularly.
The China Initiative in US intended to find all those countless Chinese spies hiding in US universities and research centers. What they found that a professor at Harvard had not properly declared for taxation his consultancy fees earned from China. They only seriously pissed of thousands of important researchers and stopped a large part of medical research in US:

As China gets stronger and stronger there will be more and more defectors. My question is not how MSS is recruiting spies in the west, my question is how do foreigners defect to China nowadays.

If somebody accepts a research position in China to get better pay and better changes in professional progress then I would not call that defection. It was when Italian Bruno Pontecorvo was cut off from nuclear research in the US and he travelled to Soviet Union instead then he was called either spy or defector. I think that a 'defector' applies if the person has key information of state secrets, say Edward Snowden. A scientist, even if knowing commercial secrets, is just changing jobs.

Yes I agree, that's why I'm primarily talking about people with security clearances related to diplomacy, intelligence or military. Imagine some mid level manager read Xi Jinping thought and decided that community with a shared future for mankind is a much better vision for the world than whatever shit Trump comes up with. Some of these ideologically motivated people might have plans to defect to China, so how do they do it is the question.
