This technically happens a lot for private companies, if you start a new company, issue 1 million shares, then get your friends or family to give you $100 for 1 share, you can technically claim your company is now worth $100M. In reality you'll never be able to unload all your shares at that price so it's meaningless. For this to happen on the public stock exchange might mean there's something seriously wrong with the stock exchange.
