You're delusional if you think that export ban will apply to Russia. It's for the west only, to make it harder for them to resell to Ukraine.

You are making assumptions. I am going per the official text, it doesn't mention either Russia or Ukraine (obviously it is targeting the Ukraine-Russia conflict)

Now, to whom it will apply more or less, that's another thing altogether. For example, I heavily doubt that its going to apply to the entire west as it would cripple China's drone industry if it banned exports to the West

Two takes:
#1 - Do we know many Chinese nationals are currently in these countries?
#2 - PLAN warships definitely cannot fly over the Sahara Desert to evacuate Chinese nationals there in case war breaks out.
China definitely needs a military air base with permanent PLAAF presence in the region.

Gotta say, it was an ingenious move by Putin to attack the west from Africa; depriving Africas wealth to the EU will not only weaken europe but Canada as well which owns most of the mines and ports in west africa

Even better is that the west is now massive hesitant to just deploy troops to restore their preferred candidate like they used to.

Because with all the west’s support for Ukraine, you can almost sense the Russians willing them to put boots on the ground so they can start paying back some of the blood debt.

Western forces would have made short work of Africans before, but with modern Russian and Chinese weapons and DJIs to take HD videos and pictures of every gory detail as their colonial troops get exploded en mass would be a career ending disaster for any western leader idiotic enough to now see how fundamentally their actions in Ukraine have changed the rules of the game for foreign military misadventures going forward.

Do the French have enough weapons when they have sent much of their stuff to Ukraine. The biggest reason Niger can do what they are doing now is because France is now weaker, not stronger from this fight in Ukraine

An argument can be made that Australia as a nation state never really existed; that it was merely an outpost for the Anglos to source their footsoldiers for their colonial wars. Further evidence to support this is the fact that the Commonwealth of Australia is incorporated in New York. What nation state would willingly under the humiliation of being incorporated as a consumer good in another nation?
The only other nation to do that, was the former state of Afghanistan before its liberation by the Taliban; Afghanistan even had a CEO (!) who fled the country with stolen state monies and suitcases full of US dollars.
