I agree. You do not need a large airframe like the Z-18 for such tasks.
It can be quite certain that this modification is to adapt to aircraft modifications such as J-35 and Kj600.
Of course, it is still in doubt whether the Kj600 can land on the Liaoning and Shandong ships, although the E-2C, similar to the Kj600, can theoretically take off by sliding over the deck in US military testing. But whether it will be adopted in STOBAR is still unknown. Related content can be discussed at Kj600 thread.

Chinese Carrier at full strength now double them up
I am sure they have enough fighters and pilots now to equip both CV-16 and CV-17 with 24 x J15 each totalling 48 aircraft
