Interestingly ,I don't think I ever saw PLA using tow cable , it always a rod , or some kind of hard connector ,though I am sure it exists.

For extrication you would almost always tow cable to the casualty. This looks like a simple frame to me.

The same armor recovery vehicle was seen using a tow cable in the same TV clip.
