Look at the frequency range though, that is approaching long band radar. At higher frequencies it will have even more attenuation judging from the curve.-1dB~-4dB… better (?) than nothing

The -1dB to -4dB is for P L bands, meter wave radar from 0.4 to 2 GHz. These radars are specifically designed to defeat stealthy objects. They look like this

F-35's RAM is to defeat X band 8 to 12 GHz.
The basic of radio wave is that the higher frequency it goes the more severe of attenuation, in other words easier to absorb (lower dB).
