That is a given. We’ve seen WS-10C powered J-20s rehearsing over Chengdu.
I did a bit of sleuthing and found out that the footage is of J-20 landing in Foshan airport. There is a red banner advertisement that says “华南五金装饰城”, which is a chain store in Foshan.

I don’t think that they announce the arrival of fighter aircraft on bulletin board. In Quzhou the civilian and military portions of the airport are strictly divided.

Hmmm... that looks to me like it could be a TVC nozzle. Take note of the band just behind the serrations. That looks like a joint similar to the one the WS-10B3. Here are two pictures for comparison:
