Sanctions has a lot to do with the "how much you can get away with", EU keep up the appearance has mostly to do with US.
But with a sanction lasted this long, even if and when it is lifted major purchases that any French president could bring back to flaunt in the parliament, or substantive enough to affect Sino-EU relationship won't be realized anyway, because the Chinese now all too wary of foreign sources.

It make Strategic, logistic and National sense that if you are going to buy something for your military you either build it yourself or only form your trusted Allies. In example the American .
China has no true trusted allies. They can and have been turned on and turned against allies over the decades causing them too aim for a Independent base of industry. This promotes Independent development or limited cooperative development under the under standing that at the drop of a hat Either partner could just take the project and continue it on there own. IE if France Decided to Kill their participation in the EC175, The Chinese could have kept going on the Z15. The Advantages are that since they are full participants they could not be locked out of development nor could the French then try and impose limits to mission scope. (IE Eurocopter can't tell The Harbin not to build a military version.)

Unless we get confermation of that cant say I mean for all we know if could be confusing Z15 for Z20 or if could have something but since we have seen nothing but models and not even mock ups I am a skeptic, the thing about a Rotary wing lifter of even the heavy class is its dual role and a potential money maker. So you try and alert potential buyers with something to Salivate their taste buds and losen their wallet.
