This makes me even more confused as to why the PLA developing a new heavy attack helicopter

Heavy attack helicopter is a dedicated attack aircraft with main objective of tracking and destroying an enemy target.
An armed transport helicopter is so configured so that it can protect itself if it encounter resistance during an insertion of troops in hot landing zone. Its main role would still be transportation, not ground attack.
A fleet of armed transport helicopter accompanied by dedicated attack helicopters is a norm from Vietnam war era to now. The more guns from the air the better for supression of enemey ground fire.

As well, if they are properly plumbed, they can be used to carry extra fuel for ferrying or other missions.
To my untrained eyes the city scape looks hellishly dystopianCamera feed from Z-20's FLIR turret.
I mean most of the greenery blends in and becomes white ish so it looks pretty dystopian. If you look carefully there arent many buildings there.
Is Z-20F in service?
