So, to expand on what @Deino said -- it is a Z-20J naval transport/assault helicopter variant.
Yes, it is carrying ATGMs.
It is normal for naval helicopters to have the ability to carry ATGMs, as a way of conducting anti-surface warfare against small boats.
The ASW Z-20F is likely to have this capability as well.
See how MH-60S and MH-60R both can be armed with Hellfire missiles as well.
I didn't keep up much with this. Just did a quick read through and I guess they added this capability to Hellfire with improved electronics and signal processing and dropped the oversized Penguin for the role.
Looks like the same thing for AKD10 and tested from Z-9, but I didn't really see too many pictures.
