Yes sometimes the simplest explanation could be it. It's folded when in maintenance mode to be easer to reach around behind where all the connections/electronics are, without actually needing to take the whole panel off.

Maybe it can be mechanically steered? The V shape mimics the dish bowl shape of older radars, which are mechanically steered left and right. Just to add, it may not be placed 90 deg to each other, but more like 120 deg

No. His weibo handle has the character 洞 which can mean ”hole”. He might be gay in real life though.
