No, this is actually a full-scale model of the Harbin's proposal for the "Dedicaded Attack Helicopter-01" (专武-01) project, which ultimately resulted in the Z-10. You can see the front half of the fuselage is highly similar to the Project 941.
After losing the bid, the model has been displayed as a sculpture on the Harbin Aircraft Industry Group campus ever since.
