And you are correct. Now both uniforms are considered sailor Suits aka naval rig. Of the two types shown in my post the British is the older type. The naval enlisted uniform class 1A. Is the most direct existing version of that uniform which was a British design. But widely copied. Now despite what some might think every part of that uniform has a function and tradition. The Dixie cup can be used as a marker for a sailor who fell overboard. The bell bottoms and jumper can be used as a floatation device.
now in this case both sets are being worn as guards the British as you pointed out is using a boot binding. This was a technique of keeping dirt and detritus from getting caught on ones leg and in this case also keeps the bell of the bottom from getting in the way of proper drill. Now the American version is using spats which are also a dated way of doing the same. Personally I think the spats look better.
