I wouldn't put the small country of Lebanon in the "failed state" category. It has stood up to Israel and other neighboring powers for decades. Sure they are facing some economic challenges, but the good news there is an abundant of oil and natural gas reserves off shore their coast line. They can tap into that and it will helped them.
