Interesting, I wonder if the Japanese ground self Defense force is reloading cartridges or just worried about the environment? Those weapons look to be fitted with Brass Catchers.

Definitely brass catchers. As to the reasoning I think it's probably just to prevent littering more than anything. Even though it's a training range, the JGSDF probably don't want the entire place littered with millions of empty brass catridges. In actual war they won't be using it though.

A group of soldiers from 3 PARA have delivered a two-day training package to Kenyan Rangers.
It's hoped the low-level skills and tactics will help the Rangers combat the armed gangs responsible for killing elephants and rhino. And it's also a diplomatic effort to improve relations between the two countries.
