They're going to have to split the road (forking it) and than merge it again into it's original lane, meaning repaving the road around the tower. That would be the easiest and quickest way to resolve the problem. Looks to me like an authority problem the Highway commissioner and the Utility commissioner not communicating with one another.

Can you imagine the chaos that would happen it a truck hits the transmission line tower?

I just Imagine locked in some room in a Brand new building in the nearby municipality.
The Rep from the power company is saying Equations Idea to the Road builder and planer.
The Road builder Shoots back that the Power Company needs to remove the Pylon and rewire away from there Highway.
And sitting there in between with a vane on the side of his head about to burst is some Party Official trying to mediate.

That must be temporary. You can see that's an old tower while you see the new style ones around it.

Good point, and the road does not seem to be very frequently used.

I would guess that this road is not yet open to the public, and the vehicles you see belong to construction staff. There's simply no way the Ministry of Transportation would allow a road like that to be open.

In all likelihood, this is yet again a case of Western media making a big fuss over nothing.

Question: What happen when you leave abandoned military vehicles on City Street with no supervision from adults (i.e. the military) and you allow children (civilians) to play on them. This BMP-2 (not a tank and reported in the article) was left abandoned. Naturally, people got curious — and then they what to touch it. Not content with looking at the outside of the BMP, they started crawling inside, and inevitably, someone managed to fire off the still-loaded cannon. Abandoned military vehicles: All fun and games until someone is cut in two.
