Well E4 is not actually intended for the Designated survivor It was In the Event the bombs had already fallen and the President and Vice President had been caught in a decapitation strike. E4's crew would work to figure out who was still alive and in the line of succession, swear them in as POTUS and relay their orders. It's like the Air Force one of the Apocalypse.
Designated Survivor is basically another means of Continuation of Government, IE have a couple people in the line of succession out of DC. State of the Union and Presidential swearing in ceremonies have so much of the Line of Succession in one place that the People who thought up the COG plans realized they better have someone out of the potential decapitation.

It appears the guy has mental issues.
Its strange, that the use of vehicles by people intent on causing mayhem whether is terrorist related or not , seems to be on the increase.. Not so many shootings (touchwood)

The 14-cylinder version was put into service in September 2006 aboard the Emma Mærsk.

If anything half this ugly happened in China, Western media would be swarming with The-CCP-is-gonna-collapse-any-minute-now articles and Gordon Chang's gonna be pulling all-nighters for the whole week to try to get a new book published and sold before it all dies over.
