Mine warfare vessels and auxiliaries do count, along with all classes of warships. It is esentially all commissioned US vessels. What don't count are vessels in the Military Sealift Command and such, and service craft and vessels, except for the Self Defense Test Ship.

Right now, I know of no plan for future SSGNs. They only exist now in the US because of treaty reductions and the conversion of Ohio SSBNs. I guess the thinking is that we will have ample Cruise missiles and other long range projections in the SSNs and the DDGs and CGs.That table says FFG will vanish. Global Security has good info (though some of it is outdated) on each class, current and future.
Interestingly, this particular idea was put forward by the Chief of Naval Operations (CNO) at the time, Admiral Michael Mullins. He has just been nominated as Chairman of the Joint Chiefs. My guess is that his planning will go forward.
