Anyone who work or had worked in the government or military will be under surveillance. If he travels to Europe or Japan, there will be less surveillance. When his passport showed he had China visa and entry stamps, NSA will pay extra attention to that person.
He was careless when he returned back to the US.
F-15E can be fitted with MAWS while F-35 probably has it through EODAS.

To be fair, this is truly strange only on F-15EX; for all other jets in the fleet, it's more of a statement of their age.
Most of US fleet was built in 1990s from older designs. This was the norm back then.
Most of actually modern production run(F-18E/F) is still an evolved version of older design from 2000s (more or less Su-30MKI), which wasn't updated enough(much like MKI).
