For combat purposes the M7 and M250 are firing high velocity high pressure penetration type ammunition. That’s not match grade. 3-4MOA is the accepted accuracy of a service rifle. With match grade reduced velocity reduced pressure more specialized tips you can get better dispersion.
From what I know, unmodified qbz191 reliably shoots with errors under 2 MOA with the most common service rounds. It also have smaller recoil than other common assault rifles and have a whopping 30000 shot barrel life. Putting in effort can improve a grunt rifle, but cranking in ridiculous chamber pressures is probably the wrong way to go.

2 MOA with accurate ammunition and a good shooter is possible. But that’s not using combat ammunition. 20,000+ rounds is realistic for an intermediate caliber rifle. The only way to pull off both those claims is if the data is manipulated.
4 MOA isn’t an outlier it’s what you expect from a combat weapon.

Well, obviously not both at the same time, accuracy wears out much faster than reliability. 2 MOA with combat ammunition is already achieved with a new rifle.
