The US Air Force has begun development of a nextgeneration ICBM, known as the ground-based strategic deterrent, which is scheduled to replace the Minuteman III between 2028 and 2035. Program Milestone A was approved in August 2016, which officially moves the ground-based strategic deterrent program into the Technology Maturation and Risk Reduction phase. The plan is to buy 666 missiles, of which 400 would be deployed and the remaining used for test-launches and spares

To meet the New START limit of a maximum of 700 deployed launchers by 2018, the Navy has begun to inactivate four of the 24 Trident II SLBM launchers on each SSBN. We estimate that 10 submarines have been converted so that they are equipped with only 20 launchers each, and that the remaining four boats will be converted in 2017. Starting in 2017, the Trident II D5 SLBMs will be replaced with a life-extended version known as the D5LE, which is equipped with a new guidance system designed to “provide flexibility to support new missions” and make the missile “more accurate,”

Each B-2 can carry up to 16 nuclear bombs (B61-7, B61-11, and B83-1 gravity bombs), and each B-52H can carry up to 20 ALCMs (the AGM-86B). B-52H bombers are no longer assigned gravity bombs under normal circumstances

The F-35A is expected to become nuclear certified with the B61-12 in 2024.

WASHINGTON – Orbital ATK sued the Pentagon’s Defense Advanced Research Projects Agency on Feb. 7 to prevent a rival firm from getting a contract to collaborate on a government-funded mission to repair a satellite in orbit.

DARPA was poised to announce Feb. 6 that it had picked Space Systems Loral (SSL) — a subsidiary of Canada’s MDA Corp. — to build a prototype satellite-servicing spacecraft under a $15 million contract.

Orbital ATK, which has already lined up at least one commercial customer for a satellite-servicing venture it unveiled last year, is suing to stop the award, arguing that DARPA “intends to give away this technology to a foreign-owned company for that company’s sole commercial use.”

DARPA’s Robotic Servicing of Geosynchronous Satellites (RSGS) mission — intended to create a robotic satellite repair and refueling platform — will “waste hundreds of millions of U.S. taxpayer dollars to develop robotic satellite servicing technology for which DARPA has admitted there is no present U.S. government need and that NASA and the U.S. private sector — specifically the plaintiffs — are already developing,” according to the complaint Virginia-based Orbital ATK filed Feb. 7 with the U.S. District Court for the Eastern District of Virginia.

DARPA on Feb. 6 postponed a media teleconference it had scheduled for that day to announce its selection for the RSGS contract. Later that day, DARPA briefly posted a contract announcement, since removed, that said it had picked SSL for the project:

Space Systems/Loral LLC, Palo Alto, California, has been awarded a $15,000,000 firm-fixed-price other transaction for prototype agreement for the Robotic Servicing of Geosynchronous Satellites (RSGS) program. There are no options on the agreement. Fiscal 2016 research and development funds in the amount of $1,000,000 are being obligated at time of award. Work will be performed in Palo Alto, California, with an expected completion date of December 2021. This agreement was a competitive acquisition (program solicitation No. DARPA-PS-16-01). Defense Advanced Research Projects Agency, Arlington, Virginia, is the contracting activity (HR0011-17-9-0003).
Space Systems Loral declined to comment on the lawsuit, since the company is not named as a defendant and has not yet officially won the award from DARPA. In recent interviews, company officials emphasized the differences between its proposal, which included the ability to inspect, refuel, repair and add payloads to satellites, versus Orbital ATK’s first generation servicer, which only handles maneuvering of a satellite.

“Really, it’s kind of a next-generation objective for DARPA to create a long-term, sustainable space architecture for satellite servicing,” said Steve Oldham, senior vice president of strategic business development of SSL, in an interview.

SSL specifically included refueling in its proposal to meet what it expects to be commercial demand for the proposed servicing system. “We think refueling for the commercial world in particular is a very clear value proposition and well understood,” Oldham said. “The resulting combined capability gives you a single satellite that can move around in orbit and service multiple different customers per year.”

Orbital ATK’s own program, led by its subsidiary Space Logistics LLC, is attempting to develop a mobile robotic spacecraft called the Mission Extension Vehicle, or MEV, that could operate in geosynchronous orbit with an initial focus on propelling satellites that are low on fuel. Later iterations of the MEV would include advanced robotics capable of repairing and possiblly augmenting satellites.

Orbital ATK is asking the court to halt all DARPA’s work on the RSGS. Orbital ATK argues that DARPA is violating the 2010 National Space Policy, which directs government entities to “refrain from conducting United States government activities that preclude, discourage, or compete with U.S. commercial space activities.”

DARPA and Orbital ATK declined comment, citing the pending litigation.

expressing concern that DARPA’s research was redundant to what Orbital ATK and NASA were developing. Orbital ATK claims that DARPA’s intent to give technology and a free launch collectively worth hundred of millions of dollars distorts the market when Orbital ATK already invested in a robotic servicing and life extension program, including buying a Proton Medium launch and contracting Intelsat for a five year mission.

U.S. Reps. Jim Bridenstine (R-Okla.), Rob Bishop (R-Utah) and Barbara Comstock (R-Va.) wrote DARPA Director Steven Walker urging him to “stop any further action on RSGS” until DARPA completes a review “to ensure its compliance with the 2010 national space policy.”

Rep. Duncan Hunter (R-Calif.) also sent a letter to Walker and Robert Work, the deputy secretary of defense, arguing that DARPA’s work duplicates NASA’s Restore-L mission.




On Feb. 3, Walker sent identical letters to Bridenstine, Bishop and Comstock, saying that commercial systems under development won’t be as capable as DARPA’s RSGS. Walker said DARPA conducted a review of RSGS with the Pentagon and concluded that “the program is consistent with the 2010 National Space Policy.”

The same day, Walker wrote to Reps. Derek Kilmer (D-Wash), Andy Biggs (R-Ariz), Donald Beyer (D-Va), Scott Peters (D-Calif.) and Pete Aguilar (D-Calif.) saying that RSGS was differen from NASA’s Restore-L program because Restore-L focuses on low Earth orbit, and will therefore rely extensively on ground control for operations.

“Due to the greater communications delay at GEO, RSGS will perform many of its missions autonomously,” Walker’s letter said.

The U.S. Naval Research Laboratory developed the robotics software for RSGS’ autonomous functions under DARPA funding. Walker said the algorithms will be available to all U.S. companies by means of technical agreements. He said RSGS will also be capable of more missions than Restore-L.

Feb. 9 (UPI) -- Orbital ATK is to complete development of the next-generation 120mm multipurpose round for Abrams tanks.

The 30-month development and qualification deliverable award from the U.S. Army is worth $45 million. It includes three options for initial and full-rate production that could bring the total contract value to $119 million.

"Our development of advanced ammunition types provides combat overmatch for the soldier," said Dan Olson, vice president and general manager for Orbital ATK's Armament Systems Division of the Defense Systems Group. "When fielded, AMP will greatly improve the Abrams' main-gun ammunition capabilities by closing the ATGM (anti-tank guided missile) and wall breach capability gaps."

The AMP round consolidates four existing 120mm rounds -- for defeating bunkers or light armored vehicles, for example -- thus reducing the logistics burden.

Orbital ATK said that with the new round a gunner will use the tank's fire control system to program the AMP fuze for a specific operational mode.

German gunmaker Heckler & Koch (MLHK.PA) said U.S. aerospace and defense company Orbital ATK Inc (OA.N) had filed a suit in the United States seeking damages in excess of $27 million.

In the complaint, filed at the U.S. District court in the district of Minnesota, Orbital said it was seeking damages for breach of contract over the XM25 semi-automatic weapon system which Orbital and Heckler & Koch started developing more than 20 years ago.

"Heckler & Koch GmbH rejects all claims, based on the information we have so far," the company said in a statement on Thursday.

"Heckler & Koch GmbH did not receive the complaint formally from the U.S. District Court, District of Minnesota so far," the gunmaker also said in its brief statement.

A spokesman for Heckler & Koch declined to comment on the details of the claims.

Orbital said in the filing, seen by Reuters, that Heckler & Koch had failed to deliver twenty additional prototypes of the XM25 weapon systems, as contracted, and that its failure to do so meant the U.S. Army had raised the possibility of terminating its contract with Orbital.

"Even if the Prime Contract is not terminated, Orbital ATK has incurred and will incur additional costs as a direct result of the substantial delay caused by Heckler & Koch's non-performance and the need to re-procure the twenty weapons from an alternate manufacturer," it stated in the filing.

Orbital is also asking in the filing that Heckler & Koch transfer certain intellectual property to enable another contractor to carry out the work.

The filing said Heckler & Koch had queried whether the weapons, which target enemies protected by walls or hidden in hard-to-reach places, would violate international laws of war.

The filing also said that after receiving legal opinions, Heckler & Koch had said it would only supply the weapons if the U.S. government provided a special certification, which the government refused to do. Informal mediation failed, and Heckler & Koch refused to engage in formal mediation, the filing stated.

Feb. 7 (UPI) -- Aerospace manufacturer Stavatti entered a modified version of its Javelin plane into the U.S. Air Force's T-X trainer competition.

The Javelin is a twin-engine aircraft initially built as a civilian sportplane, but has since been configured as a very light fighter and a military jet trainer. The plane submitted into the T-X contest features more powerful engines, an increased internal fuel capacity and other enhancements.

The U.S. Air Force's T-X program is an effort to replace the Northrop T-38 Talon currently used to train pilots. The legacy jet has been in service with the branch since the 1960s. To replace the T-38, the Air Force is seeking a fast two-seat jet to fulfill the role.

Bill Lynn, the CEO and president of Leonardo DRS, added the T-100 training system is readily available, and will provide Air Force with the best resources to prepare for service.

The T-100 is a two-seat, twin F124 turbofan jet adapted from Leonardo's M-346 aircraft. Raytheon supported the aircraft as the replacement for the Air Force's Northrop T-38 Talon before deciding not to jointly pursue the contract with Leonardo.

Leonardo says CAE USA will support the company's bid, and participate in the design and development of the T-100 ground-based training system, or GBTS. The company notes CAE has designed simulation training technology for fighter jets in the past.

will soon supply its infantry units with new ultra-light Utility Task Vehicles to support logistics maneuvers on the battlefield.

The Utility Task Vehicle, or UTV, is equipped with minimal armor to allow infantry to carry more ammunition, equipment, provisions or injured personnel. The branch ordered 144 of the units, and is expecting delivery later in February.

Deliveries are set to take place six months after the contract award.

. "Infantry Marines were looking for a capability that would lessen the load while increasing the area of operation, and the UTV is that solution."

The new vehicle is approximately 12 feet long, and can carry up to four Marines or roughly 1,500 pounds of supplies. It can also fit inside legacy Marine Corps aircraft such as the MV-22 Osprey or the CH-53 helicopter.

"We have taken an off-the-shelf capability and leveraged it with other commands to maximize the effort," product manager eugene Morin added. "The continued challenge for the Marine Corps is finding commercial-off-the-shelf items that satisfy the needs of Marines. Through partnerships like this, we can find the solutions we need."

18 UTVs are to be delivered to specific infantry regiments within the branch. Two expeditionary forces will receive the vehicles in February, and a third expects a delivery in April.

The contract was awarded by the U.S. Navy in support of the H-1 program, an effort to supply the Marines with upgraded attack helicopters. Under the program, Marines receive AH-1Z Vipers and UH-1Y Venom rotorcraft to replace their aging fleets of AH-1W Super Cobras and UH-1N Twin Hueys.

President Trump’s short list for the next Army secretary just got shorter.

Van Hipp, a former Army assistant secretary and one of the candidates under consideration for the top service post, withdrew his name from consideration on Thursday night.

, Hipp said he supports Trump’s vision for the military but “unfortunately the timing would not be right for my family and me due to personal and professional commitments.”

Hipp praised Trump for his military moves so far and promised to “assist the cause of making America great again in any way I can” from the private sector.

The move came less than a week after Trump’s first pick for the Army secretary post -- billionaire philanthropist Vincent Viola -- abruptly withdrew from the confirmation process because of complications with his business interests. Viola is the owner of the National Hockey League’s Florida Panthers and founder of digital stock trading firm Virtu Financial.

Hipp, the chairman of the defense lobbying firm American Defense International and an Army veteran from the first Gulf War, has ties to Republican Party leadership and has been working with Trump’s transition and White House teams for months.

Sources close to the search for Viola’s replacement say no announcement is imminent. Trump’s picks for the secretaries of the Navy and the Air Force have yet to be confirmed by the Senate, and do not have confirmation hearings scheduled yet.

Currently, Robert Speer is serving as acting Army secretary, a step up from his previous post as assistant secretary for financial management at the service.

The Army has only had a full-time secretary for a few months over the last two years. Army Secretary Eric Fanning was nominated to replace John McHugh in late 2015, but did not officially take over the job until May 2016 because of a lengthy confirmation fight with Congress. Fanning stepped down from the job in January, at Trump’s request.

In accordance with Secretary of the Navy (SECNAV) Instruction 5400.15C, Department of the Navy (DoN) Research and Development, Acquisition, Associated Life-Cycle Management, and Logistics Responsibilities and Accountability, dated 02 December 2011, MARCORSYSCOM has the responsibility to centrally manage the procurement of the Infantry Automatic Rifles (IAR). The IAR has been in use in the United States Marine Corps (USMC) since 2010. MARCORSYSCOM plans to procure approximately 11,000 new Infantry Automatic Rifles and ancillary equipment, which includes Sling, Bipod, Blank Firing Adapter (BFA), Front Sight, Rail Cover Kit, Rear Sight, training and manuals at a future date. MARCORSYSCOM intends to fulfill this requirement via a commercial item.

Some are taking this as an indication that the USMC is about to switch service rifles to the M27. There have already been reports indicating experimentation of such a concept. The M27 is a derivative of the HK 416 (which is itself a hybrid of the AR15 buffer, receiver, controls, trigger and a derivitive of the AR18 gas system) with a heavy ribbed 16 inch barrel. It comes standard with a 3.5x35mm Acog optic, KAC Irons, vertical foregrip, Vickers Tactical Sling and harris bipod. The Recent Move by the Marines to the Pmag is also believed to by due to the M27.

10th CAB equipment begins arriving in Europe

ANTWERP, Belgium - The 10th Mountain Division's 10th Combat Aviation Brigade initiated offloading more than 700 pieces of support equipment today at the seaport of debarkation, here.

Nearly 2,000 Soldiers from the brigade and their equipment are being deployed as the latest unit to bolster the U.S. presence in Europe.

"We're going to be all over Europe joining the Strong Europe team and integrating into their training plan for the next nine months," Col. Clair A. Gill, 10th CAB commander, said in an earlier article.

The Department of the Army announced the unit's deployment to Europe in support of Operation Atlantic Resolve, Nov. 3, 2016.

"While an armor brigade is a very lethal force, and they're going to do some fantastic training with our partners on the ground, aviation really is what I like to call that three-dimensional problem solver for the Army, the joint force and our coalitions," Gill said. "We move faster than they do on the ground, and we shoot farther in some cases than some systems from the ground."

Those capabilities will be demonstrated through several different training missions scheduled throughout Europe.

The 635th Transportation Detachment, 39th Transportation Battalion, 16th Sustainment Brigade, 21st Theater Sustainment Command, worked closely with the Surface Deployment and Distribution Command to track and report equipment movement, and to provide transportation expertise to enable rapid force flow through the deployment pipeline
