F/A-XX will get funded. It will just accrue more debt.

Or one of the other big projects--Columbia SSBN, Constellation FFG, Sentinel ICBMs, Golden Dome or another--will get cut or delayed. I'm betting it will be a combination of the ICBM and the SSBN. But the F/A-XX will get its money. It's too important especially now that PLA has taken the lead.

The way I see it, here's how the US and China contrast with each other in the development works of their respective 6th-gen manned fighters:

The US goes for dual-track for their 6th-gen manned fighters: One exclusive track for the USAF (F-47), and one exclusive track for the USN (F/A-XX).

China, meanwhile, goes for the common track: The PLAAF does the heavy lifting (of developing both the J-36 and J-XDS), whereas the PLAN piggybacks on the PLAAF's main efforts, providing their own inputs and requirements while working together with the PLAAF, which will result in their own carrier-capable 6th-gen manned fighter (J-XDSH).
