To be clear, I don't think it is NGAD, but I do wonder if it is/was an actual prototype they did produce/heavily mock up at some point.
It’s likely a cgi model based off a concept they are floating for the NGAD project. This is as changes have happened in the latest commercial vs its last occurrence in 2020.
As a follow-up, it was just announced today that the Air Force expects to award the NGAD contract in 2024. So this NGAD program is certainly well underway.

I think the rust is more due to the USN being banned from using paint containing lead. The 'green' paint gets rusty a lot quicker. Still, can't be great for morale of the crew turning up to serve in a ship looking like that.

LOL you're just a WUMAO man, don't you ever underestimate the power, efficiency, and affordability of Americas finest fighting force including the legendary U.S. Navy. The Pentagon will have those ships looking so spiffy in no time, with just a few billions more to be paid to these lovely chaps at Lockheed, Raytheon, and all these freedom and democracy loving rules based order defense contractors.

It’s funny because anyone who has any interest in the field knows this is the problem, don’t even need an Ivy League level education to figure it out. Yet, there’s zero desire to do anything about it.

Raytheon and UTC merged not too long ago, further consolidating the industry, where was the regulatory review?

If you are not familiar with Toulon it is the premier naval base of the French Navy and the largest naval base in the Mediterranean. It is the French Norfolk or San Diego. More like San Diego as the naval base is right downtown in view of everyone.
