No such procedure. The whole point of SC council is a veto power to powers that shall not be objected.
Not because they're carriers of morality, but because, well, it's better not to take decisions that are enough to be vetoed. Simply because these countries have ways to achieve what they want by other means.
Moreover, don't think it'll be possible - China will simply stop any attempt(if you can evict one SC member - others may be thrown away too?)

Ukranian TB2 drone recently blew up a Russian train carrying vital fuel supplies to the front line; not only are they now being denied fuel or the railway is now incapacitated until the debris can be removed.
That wasn't an eviction, simply a replacement the 'legitimate' government of China was deemed to be from the PRC not the Nationalists in Taiwan, China was on the SC before and after! So I guess they could make a case that Ukraine is the Soviet Union's successor state rather than Russia but who in their right mind is going to vote for that!
