puzzling, like the simple cancellation of the national day celebration... I don t understand Mr MA. The Nation would be united in such difficult circumstances.
Will he also cancel the (pretty difficult) purchase of the F-16s C/D?

He's(Ma) panicking in a desperate attempt to regain control of the media narrative that has turned against him after his slip-shod response to the disaster. There is no logical reason other than "I need to do something!"

Ma is perfectly simple to understand: he is struggling for his political survival just like any politician in a comparably critical situation would do.

As measured by the lenghts (or better depths!:D) his predecessor went for desperately clinging on to power Ma certainly has not crossed any ´red lines´ Taiwanese people unfortunately :)o) have got already used to.

At least the economy is rebounding quite strongly as Ma has timely removed obsolete hurdles in trade and investment with the Mainland overcoming the US induced global financial crisis more rapidly than many Western observers expected;).

Taiwan Red Cross pledges 1,600 homes for typhoon victims

TAIPEI — Taiwan's Red Cross Society said Monday it would build up to 1,600 houses within two years for some of the thousands of people left homeless by this month's massive Typhoon Morakot.

The plan is part of a massive reconstruction effort in Taiwan's devastated south. The drive to rebuild has prompted criticism by indigenous groups who may be forced to leave their ancestral homelands in remote mountain areas.

"Our work is now shifting from emergency rescue to settlement and reconstruction," Chen Chang-wen, president of Taiwan's Red Cross Society, told reporters.

"If everything goes smoothly, up to 1,600 permanent houses will be ready for typhoon-hit people in two years," he said.

The typhoon pounded the island, dumping three metres of rain and ripping through hundreds of roads and dozens of bridges.

The official death toll stands at 163 with an additional 503 missing.

More than 25,000 people fled their homes.

While roads are gradually being repaired and some people have returned home, about 6,000 are still living in 54 official and private temporary shelters.

The Red Cross said it was working with central and local authorities to designate appropriate sites for homes.

However some potential recipients are uneasy about the plans, Hung Ju-hsuan, a Red Cross Society worker, told AFP.

"As aborigines have a deep attachment to their land, they were divided on the prospect of their new homes," she said.

She said some were refusing to leave their villages despite the devastation caused by Morakot and warnings that such traditional sites are unsuitable for habitation.

In addition to permanent housing, the Red Cross Society and 60 other civilian groups also plan to assemble 1,800 pre-fabricated houses for those in need within two months.

The government, which has been strongly criticised over the crisis, will this week send to parliament a 100 billion Taiwan dollar (3.04 billion US) relief package covering the next three years, it said in a statement.

Floods or mudslides damaged more than 136,400 homes, according to emergency officials, who add that the typhoon has wrought 14.4 billion Taiwan dollars in agriculture damages.
