Your photo is from all the way back in the (pre-)WW2 era.
And here's the hangar deck of a Nimitz-class CVN taken in 2008. Nothing much has changed since then, other than the addition of some F-35Cs.
So what's your point?
I'm aware of the age of the photo. I added it as context. These aren't manned aircraft, NOR do they have tails. They could easily be stacked in numerous ways.
My point is that whats old is always new. I wouldn't discount any theories now that everyone has fully accepted drones are a major part of warfare.
I wasn't suggesting tying drones to the roof, but you can easily and safely stack them like a car park.
