The White House had finalized a deal by Wednesday, they said, and President Donald Trump was planning to sign an executive order to approve that deal and initiate a 120-day closing period. The plan was to convert TikTok’s operations in the United States into a new, U.S.-based company owned and operated by a majority of American investors, with ByteDance maintaining a minority position, the people said.

But on Thursday, the morning after the president raised tariffs on China another 34 percent as part of his sprawling reciprocal trade announcement, ByteDance representatives called the White House. Beijing, they said, would no longer approve the deal until there could be wider negotiations about trade and tariffs.

One of the three people familiar with the discussions with Oracle said the deal would essentially require the U.S. government to depend on Oracle to oversee the data of American users and ensure the Chinese government doesn’t have a backdoor to it — a promise the person warned would be impossible to keep. “If the Oracle deal moves forward, you still have this [algorithm] controlled by the Chinese. That means all you are doing is saying ‘trust Oracle’ to disseminate the data and guarantee there is no ‘back door’ to the data,” the person told POLITICO.

not a single bit of backing down. See the key wording and their meaning in Chinese diplomatic vocabulary.


candid (discussions) 坦率交谈
meaning: 分歧很大,无法沟通;huge disagreement, impossible to communicate

in-depth discussions 充分交换了意见
meaning: 双方无法达成协议,吵得厉害;Impossible to agree, big bickering


Take away the diplomatic jargons and put it in straight words, never trade principles for deals.

To me it is crystal clear that there is no change of positions.

They obviously agreed on something, or else both sides would not have announced it. The question is what.
I can't find China announcing anything agreed. Trump's april anouncement of "deal" was also single sided and many of his other announcements in all these years, what makes you believe his saying something real this time?

My attitude is not that whatever he says has zero chance to turn to reality, but rather that I don't give a dime of whatever he says or does. In other words look at the big picture, hold one's line and don't let him drag everyone to the MAGA level.

基本框架共识 as you know is Basic Framework of Understanding, that is another fluffy diplomatic term that can be interpreted in different ways by either parties. China repeatedly used this phrase during the first term of Trump, something like "落实两国元首达成的共识“(implement understanding established by the two presidents" in the later "tug of war"/"who did not do promised". From that experience, I don't see much substance in this phrase. For Trump he can use this understanding to excuse another "kick the can down the road", while China can act as "dialog in good faith" instead of being seen as combactive posture.

Most importantly, this framework covers three items from China's statement, while did US' statement mention the other two? If not, you can see the "one takes what one want" already.

Yes, which is why the question is what exactly it means in this context. Like I already said. It could be a signed deal. It could be more can-kicking. But something was agreed.

And yes, US did mention the other two, if only to kick the can again.

The negotiations were largely focused on TikTok, Mr. Bessent said, and trade talks will be the subject of the next meeting with China, which could take place in about a month. Mr. Greer said that China’s export controls on rare earth minerals and magnets came up during the talks and would be the focus of an upcoming meeting.
