I have traveled to China extensively before the pandemic. I can confirm ICBC branches have VISA enabled ATMs. If you have a VISA credit or debit card you can withdraw cash. I think this works for all the big four banks. Smaller banks no such luck.

But there is hardly any cash transaction anymore in China .. even the street vendors have weechat code for payment

The last time I went to China was just before the pandemic, went to Harbin for International Ice Festival Jan 2020, at that time cash was still been used and there were ATM everywhere where you could withdraw Chinese Yuan

As for payments, you can download AliPay international app and bind it with your foreign visa/master cards, you can pay RMB 200 one time without any charge fees, but if it is over RMB 200, it will charge 3% fee by AliPay. Make sure that your visa/master cards don't charge foreign transaction fees. Last time I was in China, if the payments are over RMB 200, I asked the retailers charge me RMB 200 once for several times, they were willing to do so.

is it a hassle to add your visa card to alipay? I heard they ask for your passport or something.

It is long time back, I could be wrong but I think the answer is yes. They need your passport for verifying. Anyway, you need your passport for booking tickets (train/flight) in China.
 
I will probably get a Unionpay card after setting up a bank account. But I need a stop gap contingency prior to that for living expenses. I am not even sure if I can still access my overseas online accounts from China? It would suck if I can't.

I will need access to my overseas online account to fund my China bank account.

Just buy a VPN before you go. In fact, having a VPN is pretty much a must when in China.
