China's sport authority have done this before. I believe it was in diving where a team that won in the "last" Olympics did not compete in the next one making way for new divers. I have no clue if it was the same reasoning as here.

They are appointed to help advance Chinese sports but it seems they are smoking something very strong lately within the General Administration of Sport.
