It took several years before Russia could stabilize Crimea after takeover. the word stabilize means alot of intelligence needed to route sabotages. they are now going complete clean up house to house until all population is separated in battlefield.Was this Russia's original intent when they did their warplanning? I doubt it. Because they would've gained a lot more by enforcing a fait accompli with a swift victory.
the point is even easy victory even for small incursions into Kherson. they still need to keep thousands of soldiers to protect it so the cost benefit is not there. if Russia manage de-industrialization of Ukraine with much reduced population so it never become a factory for European firms or transit route for European trucking than this will be the modern definition of victory.
