It's possible he might mean species of Cicild (SP?). Those fish are intensely agressive, and a few species can grow to large sizes. But they are so agressive that they simply can not swarm together like that without probably killing each other first.

Bluefish are probably some of the most agressive fish I have ever heard of, though a salt-watter species. A Bluefish will attack a school of minnow or sardine untill the shoal is completely anhilated, even if their apetites are full. And of course, Siamese Fighting Fish (A.K.A Kissing Fish/Betas).

Really, what makes the Piranna so dangerous is their ability to coopperate in a school, even if it is at the level of strategy comparable to a mob. Also, U.S Lakes and streams have had Piranna caught in them before from irresponsible pet owners dumping fish in. Kinda like the Chinese Snakehead.

The World's smallest fish is a species of Indonesian Carp called Paedocypris progenetica. They have the peculiar ability to exist in water that is over 100 times more acidic than rainwater. Also, the fish does not have a skull to house it's brain and is largely seethrough. It has a total length of 7.9MM long.
