There are also recent photos of work being done on the Kuz's deck. So the article seems (to me) to be innacurate.

An interesting (but quite long) analysis on the state of russian drydocks and the modernisation of the Kuznetsov (in french):
A very short summary:
- the dry dock in the ship yard 35 SRZ in Murmansk is expected to be used for the modernization
- but that dry dock needs to be rebuilt and that will take time
- this will lead to a delay in the modernization (expected completion 2021)
Right, this jives with the last information I read also.
The dry dock seems like a better long term solution. The Russians need more dry dock capacity and larger dry docks. At least if they want to build and maintain larger ships.
Shoygu also said 2021 but I would take that date with a large amount of salt to be honest.

I also agree with the article @schenkus posted that after investing in upgrading the Su-33 to have land attack capability and add support for the Kh-31 anti-shipping missile to the MiG-29K it would be nonsense to assume the Russians don't intend to use the Kuznetsov. Particularly when their newer carrier designs won't be ready in less than a decade. That article is fairly complete and describes the situation really well I think. Nice site.
