Yes. And really that is where the blame lies. Though there is no doubt that J-10C & PL-15 combo is deadly but as already observed by many members here, the over-riding factor was IAF incompetence. Why else would PL-15 hit at the edge of it's range? Conducting defensive maneuvers immediately after missiles' release may have saved the Rafale(s).It sounds like he's shifting all the blame for Rafale's downing onto the Indian Air Force.
