Pakistan will have to retaliate in a visible way. The problem is if India attacked some rural area and called it a terrorist site then both sides may have been able to sweep it under the rug. Except India bombed 3 Pakistani cities, which includes the 13th largest Pakistani city. If Pakistan doesn’t response then the current government has effectively ceased to be the legitimate government for their general public.

That is a very significant escalation. Attack India port also means that India can attack Pakistan’s major port: Karachi
