3 Officers based in Matsu are under investigation for corruption. Turns out they've been stealing cans from ROCA supplies on Matsu and smuggling it back to Taiwan itself to sell for profit.

I think this is just an April Fool's Day joke. Anyone can modify Wikipedia. Do you still remember the person who spent a lot of time and energy fabricating ancient Russian history? Some people are just so bored.

This is not something unexpected, is it? It seems that the soldier's defection is definitely related to logistical corruption.

I don't know if this is meaningful, but they obviously have no moral burden on such things.
The suddenness of military operations is necessary and cannot give them time to hide heavy equipment.
