Taiwan Launches Project to Design and Produce its Own Submarines
AFP reported that Deputy Defence Minister of Taiwan, Chiu Kuo-cheng, told parliament on Monday the ministry has approved guidelines for the design contract for an Indigenous Defence Submarine. "This means the military has officially kicked off the self-built submarine project," legislator Lin Yu-fang, who sits on parliament's defence committee, said in a statement.

In December 2013 Taiwan's Navy Command Headquarters unveiled a 15-year upgrade plan for Taiwan's naval forces. The headquarters said at the time it has begun evaluating the feasibility of building submarines on its own, as the United States has yet to respond to Taiwan's requests to purchase eight diesel-electric submarines.

They'll need to buy several times the planned order if the ROCN wants the Tuo River to be a meaningful factor in any conflict.
They are planning twelve of these.

The idea is not to defeat any major power like the PRC...they know they will not be able to do that.

The idea is to give a major opponent pause, and if, God forbid, they ever have to engage, then to try and buy some time until assistant arrives from some other quarter.

Outside of that, twelve of these will be more than adequate for any confrontation with a more peer power.

Yes, but to give the PLAN pause, you'll want at least 24-36 (12 stealth corvettes will get whittled away pretty quickly in this age of unmanned vehicles and smart munitions).

Of course, that's not going to happen.

12 vessels, each carrying 16 decent ASMs will give any major power pause, particularly in the confined spaces around the Island where Taiwan's air power comes into play to protect them until that too gets whittled down.

Perhaps not for long, but they will have to be taken into consideration and getting at them and the air cover for them is going to take time...and that's the point.

12 would be useful in pausing an amphibious landing, but then they become a one trick force (though it does seem like a lot of what the ROC does nowadays is geared towards stopping the amphibious assault, which raises awkward questions about what happens if the PRC uses other military means).

Twelve would not operate together in any mission.

With 16 ASMs each, the vessels would be a good strike force against any task force that the ROCN can find and target in combat. My guess is you would see them operating in sections of two vessels each for most situations, and maybe as many as four in a very major operation.

With the other assets the ROC has, they would be a potent threat and would give pause...they would have to be taken into consideration and dealt with before any operation would kick off...and that would give the pause the ROC is looking for. If they can multiply that by four to six time with the number of vessels they have with different sections or SAGs, then, they may help buy a goodly amount of time for themselves in a confrontation with a major power.

As I said, against a peer power, they would be a significant part of the order of battle.
