I believe that this is the first one.
Yes. It is the first of twelve.

It named the Tuo Jiang and is a very strong missile corvette displacing 500 tons, carrying 16 missiles, a 76mm gun, and a 20mm Phalanx CIWS, as well as 12.7mm MGs. HAs a top speed of 38 knots. Not bad at all.

A force of four of those vessels, if it had targeting and got in range, could play havoc on any task force. That would be 64 very decent ASMs coming at you from four of those babies.

I remember seeing this image on Janes a while ago and thought maybe a second had been launched...heck, maybe it is a second because this 618 had its pennant number and the 76mm gun there in the building. That first "launch" was back in Mid March, a couple of months ago.

They aren't building these at two yards are they?

The ROCN will need more than 12 if they indeed to use the Tuo Jiang as a A2/AD lite (have to account for attrition in the face of aerial threats).

Sorry Jeff, I could not find any reference to two shipyards. It appear from the photographs that it is the same facility and slip.

Perhaps they are utilizing two sites at the same facility, since it is a smaller vessel.

Missile engine for H-2E cruise missile and Wan-Jen JSOW.

HF-2E is currently in low volume production in the Project ChiChun (戟隼, jǐ zhǔn, lance hawk). A TaipeiTimes' news report claimed that President Ma Ying Jeou ordered the production of 300 HF-2E missiles in 2008

The Taiwanese are preparing to an unprecedented replacement of part of the pressure hull on the 70 year old submarine SS-791 Hai Shih:

TAIPEI, Taiwan -- The Navy Command Headquarters of the Ministry of National Defense (MND) yesterday responded to earlier reports on the necessity of the pressure hull replacement for an older submarine, stating that the replacement is a necessity.

An officer of the naval command stated that agencies such as the China Shipbuilding Corp (CSBC, 台船) and the Ship and Ocean Industries Research and Development Center (SOIC, 船舶暨海洋產業研發中心) have been appointed as the responsible agencies.

The officer also stated that the submarine in question is extremely old, which is why the reconstruction is necessary. In reality, both the Seal Submarine and its partner the Sea Lion Submarine have been adopted as training submarines recently and there hasn't been much of an opportunity to submerge them underwater, said the officer.

Reportedly, the budget of the project has been listed at NT$450 million. Local media have viewed the reconstruction project as a test to see whether the CSBC and SOIC possesses the engineering capacity to construct a submarine that is made in Taiwan. The submarine construction program is largely based on reverse-engineering existing submarines.

Aside from the pressure hull, the navy has reportedly said that it wishes to have old pipelines replaced. However, details are still being negotiated between both parties.

This is a very interesting move by the Taiwanese; even if the replacement is a failure and the sub is no longer able to conduct dives safely, it would be a good initial step if the plan is to create the capabilities they need to build a submarine from scratch, either from an existing design, or an indigenous design.
