It makes sense for the emperor to come back. The episode VI doesn't actually show he's dead. He is thrown off a bridge by Vader. There is some lightening and flashes. However, he is not shown to be dead. And he is already off the Death Star when they blow it up. So they can easily bring him back by coming up with a scenario where he manages to grab something on his way down and survives the drop. And he could then find a plane and get off. And he would be the only one powerful enough to pull off an uprising.

There are a bunch of novels that continue the story after Episode VI. Some of them to do with the children of Han & Leia as well as the 'Clone Emperor'. So Palpatine does make a return of sorts in the mythos. The Thrawn Trilogy is a great read for any Star Wars fan btw.
