The Navy’s newest ship, Australian Defence Vessel Ocean Shield, has arrived in Australia. The Government announced earlier this year that it had purchased the vessel, formerly known as Skandi Bergen, to add to the Royal Australian Navy's current amphibious ships.

Let the United States police the disputed waters of Scarborough Shoal and keep the peace.

Thus, Philippines President Benigno Aquino III plans to ask the United States to deploy spy planes over the West Philippine Sea (South China Sea) should not be seen as an escalation of tensions between the Philippines and China, the Department of Foreign Affairs (DFA) said yesterday.

"As a treaty ally, the US has been assisting us in developing a minimum credible defense posture and that includes maritime domain awareness and surveillance reconnaissance as well as intelligence gathering," DFA spokesperson Raul Hernandez told reporters.

He said the flybys would only be for surveillance and monitoring.

We are just monitoring what is happening in our areas, in our territories," Hernandez said, stressing that these activities were a sovereign prerogative. He said he had no further details on Aquino¿s plan.

Aside from the other spy planes sent off to spy on China or the supposed US submarines that stalk China's navy? What's the difference?

Recently in the US, Filipino organizations were trying to get US businesses like Wal Mart to stop doing business with China in the name of countries of good governance. The reason why the Phillipines is economically behind the rest of Asia is because of high corruption. I know plenty of Filipino computer programmers. They have more IT potential than India. They certainly speak better English than Indians. Yet they don't exploit it. Why? Because corruption in government prevents it. That wouldn't happen in a country with good governance.

The PAF will celebrate it's 65th founding anniversary on July 6th with a parade that will include aerial fly-bys of various air assets that are available reviving a tradition for the 1st time in 15 years, spokesperson colonel Okol said ...

MANILA, Philippines— Its aging planes may be a source of embarrassment, but weather permitting, the Philippine Air Force will proudly put on a show in the sky to liven up its 65th anniversary.

A must-see attraction at the Fernando Airbase in Lipa City on Friday is a flyby of PAF fighter jets, trainer planes and helicopters, reviving a tradition last seen 15 years ago, PAF spokesperson Col. Miguel Ernesto G. Okol said.

Air Force pilots have been regularly rehearsing the flyby of PAF aircraft, including light attack and trainer planes, combat choppers and its lone C130 military transport aircraft, for the celebration, the official said in a statement.

"We are reliving this olden tradition of the PAF to have flybys during anniversary celebrations, which was last seen about 15 years ago,” Okol said. (The last Armed Forces of the Philippines’ anniversary, however, also featured a flyby by the Air Force).

Paramilitary Force Out in 4 Years, Says Philippine Army

The Philippine Army will disband its paramilitary force in four years, when the military foresees the significant weakening of the armed insurgencies.

"In the future as we downsize the armed forces, the first to go will be the paramilitary forces," said Lt. Gen. Emmanuel Bautista, the Army commanding general.

"We cannot forever be having paramilitary forces in the future. When the situation improves...when our campaign plan is finished, there will be no need for paramilitary forces," he said.

The goal is to let go of more than 50,000 Citizen Armed Forces Geographical Unit (Cafgu) and Special Citizens Active Auxiliaries troops once the military has transitioned to external defense by 2016, Bautista said.

But for now, the Army still has to rely on Cafgu units since there are not enough ground troops to cover remote areas, he said.

"We cannot expand our regular force due to budgetary constraints... (But) we see the militias being disbanded. That is the future we envision," Bautista told a forum at Ateneo de Manila University Wednesday.

Dismantling of Cafgu units

He said their target is to dismantle Cafgu units "within the time frame of the Bayanihan," referring to the AFP's counterinsurgency strategy under the Aquino administration until 2016.

The AFP under the Aquino administration has shifted from the traditional mainly combat approach to defeating insurgencies implemented by Oplan Bantay Laya under the previous Arroyo administration.

Under Bayanihan, the AFP recognizes the equal importance of a noncombat approach and is focusing on involving other stakeholders and upholding human rights and peace talks to end the armed conflict.

The AFP hopes the new strategy will substantially reduce the armed threat from the communist New People's Army and the secessionist Moro Islamic Liberation Front so the military can concentrate on dealing with external threats and leave internal security to the police and local government units.

Win peace

"The objective of Bayanihan is to win the peace. We would have achieved the peace when Bayanihan is finished. Therefore there will be no need anymore for the deployment of Cafgus and even our regular forces for internal security," he said.

Bautista placed the number of Cafgu troops at between 50,000 and 60,000. Cafgu members receive a 90 pesos (US$2) daily allowance for part-time duty.

As for the reported abuses committed by Cafgu troops, Bautista admitted that "the level of discipline is very different" between paramilitary troops and regular Army soldiers.
