Vietnam Navy receives 2 new Corvettes Molnyia hull number HQ 379 and HQ 380 have 6 now whose 4 build locally, 2 others for next year eventualy after up to 4.

The fourth Kilo arrive in some weeks, it is currently around Africa on a semi submersible ship.
The Vietnamese are being smart about building their navy.

Their Molnyia class is a MUCH improved Tarantul corvette (of which they also have four). They have two Russian made ships and now the four locally built ships. Vietnam started its own production line of these 1241.8 Molnyia class ships with the assistance of Almaz Central Design Bureau from Russia. The first two locally built ships were delivered in July 2014, and now two more in June 2015, Pretty good for Vietnam.

These ships are armed with a AK-176 76mm main gun, sixteen (!) Uran-E anti ship missiles, four Igla-M air defense missiles and two AK-630 close in weapon systems. They have a range of 1,700 nautical miles (3,100 km; 2,000 mi) with 44 crew members on board.

Those sixteen ASMs on each of these vessels are very powerful.

With their ultimate four Gephard frigates, their soon to be built two Sigma frigates, ultimately having eight of these, four Tarantuls, and especially their six new Improed Kilo...they would make it very expensive...probably too expensive... for anyone wantng to have their way with Veitnamese interests in he SCS off of their coasts.

Very interesting to see whether Vietnam could afford operating and maintaining these new babies, especially the Kilos ... they are very very expensive to operate and maintain. They may end up stay in the base/harbour most of the time

Vietnamese economy is tiny, only $180B, while the Philippines is $330B.
The Chinese economy is roughly 60x bigger!

Aquino ready for talks to allow Japan to use Philippines' military bases

TOKYO —The Philippines and Japan are to start talks on allowing Japanese military aircraft and naval vessels to use bases in the Philippines for refueling and picking up supplies, enabling them to extend their patrol range deep into the South China Sea, Philippine President Benigno Aquino said.

“We will be starting discussion on this,” Aquino said at a press conference in Tokyo on Friday.

Japan is considering joint air patrols with the United States in the South China Sea, sources told Reuters in April, in response to China’s increasingly assertive push for influence as it builds air strips and other man-made islands in the disputed waters.

A Visiting Forces Agreement (VFA), would clear the way for the Japanese military to use Philippines’ bases on a rotational basis, similar to the way the U.S. does now. An ability to refuel close to the South China Sea would allow Japan’s Self Defense Forces to keep their aircraft on patrol longer and cover a greater distance.....to read more

Very much less than meets the eye and entirely underwhelming. I mean what will the Japanese boats do if Philippines radios for support to stop Chinese artificial island expansions? Fire on Chinese facilities? Yeah, right...

It's the other way around.
JMSDF MPAs and surface ships will patrol the area and radios in all suspicious activities including trespassing and illegal fishing. PCG will warn and/or apprehend the perpetrators while JMSDF surface ships provides back-up so no miscalculation will not occur.
JSDF will also provide technical and logistic training and assistance.
Basically it's going to be like patrol around Senkaku where PRC activities had been forced into a stalemate.

says negotiations are ongoing, speculates Bangladesh would be interested in "a patrol version" ... I tried to figure out what this would be, and I think it's the "no-sonar, no-hangar" model shown in the bottom at:

SamuraiBlue, what is the latest situation around the Diaoyu/Senkakus? Are there rival patrols that are the new normal or has both sides backed off? Did the PRC back off? Not finding any English language coverage.

Senkaku is still administrated by Japan if that is what you are asking.
PRC/PLA is still trying to gain a foothold sending in coast guard ships, fishing trollies, and coast guard planes but JSDF and JCG had been ward off any serious inclusion by PRC with no belonged landing by PRC citizen.
