You mean those 2 blue buildings with the NK guards standing around them? That's Panmunjon, the heavily fortified North-South Korea crossing point, it's a strange place. Those buildings are where negotiations took place between the two sides; they are actually split in half on the inside, right down the middle. The concrete curb running through the middle of the picture is the actual border and extends to the inside of the buildings as well. Even the negotiating tables inside the blue buildings are split with a border drawn through them. Guards stand on each side of the border glaring at each other (they're still technically at war...), there are also guards inside the buildings I believe.
