As others have stated before, the fluttering could just be a deliberate test rather than something to be "fixed".

Someone has already snapped high-resolution photos of the J-XDS. I have no idea which daredevil climbed the wall to take these clear shots of the airport's inner field (some fearless soul will surely post them on X—I won't be sharing them for now).
