This ain't the 1930s. Sliding blocks and separate propellant charges (un-encased and burn fully) are not mutually exclusive. The Germans use them on PzH 2000.

A new 300mm 'dual-stage' precision rocket, with the final stage being highly maneuverable and therefore very accurate. Range is ≥300km.
It's the A-300, first seen at the 2014 Zhuhai Airshow. Range is stated to be 290 km.
There were reports of the PLA purchasing it back in 2015 but no further word since.
