I heard that in light of what was gleamed from the Russo-Ukrainian conflict PLA may restart it's 210mm self-propelled howitzer program.
Is there any basis for this claim?

Nope, but rumor said there is something like a 2S4 under development, not inspired by this war though, if the rumor can be trusted, then it should’ve been there for a few years by 2022, designed for urban warfare in Taiwan, inspired by the Syrian war actually.

Visually the barrel seems longer than the SH-15 parked next to it. Did someone make a comparison with alleged PLZ05B?

From the tracked version datasheet, it is L52 barrel.
